An Inner Mongolian cop obsessed by his career treads a dangerous line between the rules and the human factor. An uncompromising portrait of a new type of career man in a society on the move.
 [ Story ]
In the Inner Mongolian coal-mining city of Ordos, home of a paradoxical housing boom, Hao Wanzhong (Wang Jingchun) dreams about Sherlock Holmes. Hao quits his job and joins the police force the day his school-teacher wife gives birth to a son. His single-minded dedication to his work and his obsession with perfection engender a meteoric rise from beat cop to district police chief. 
Around him, against a backdrop of majestic winter landscapes, affluent new cities and remote industrial districts, society is changing; poor peasants are attracted by the lures of the city; migrant workers are building towns they won’t inhabit; social conflicts are brewing; relationships between men and women, poor and rich, are evolving. 
As Hao elbows his way through difficult cases and tense moments of social unrest, he struggles to balance his duty to society against the human cost of “applying the law to the letter”. Faced with a truckers’ strike and orders from above to ensure a steady supply of coal to the south to aid disaster relief, Hao resolutely suppresses the strikers. His tough and effective action may solve the immediate social crisis, but any legitimate concerns the truckers might have are left by the wayside and the finer points of the issue are ignored. Sometimes Hao is on the side of the workers, sometimes on the side of management; one moment he has a murderous criminal in his sights, the next moment the murderer transforms before his eyes into a pathetic waif. 
Most importantly, his dedication to his work and his obsession with an unsolved bloody murder are slowly but surely estranging him from his family, leaving his wife embittered and his young son virtually fatherless. 
Inspired by the life of a real cop in Inner Mongolia, the film draws an intimate yet uncompromising portrait of a new kind of “career man” produced by the rapid evolution of Chinese society in its most remote areas.
